Oh lord, okay I'll bite.... Drop em Lax
1. Make the goal 1' taller and 4' wider on each side. This way, you can potentially hit shots from range because the goalie will have a harder time covering the entire goal. As such, it will transform how teams have to play defense and stop the "pack it in" crap worse teams always go to against superior conpetition.
AND/OR
2. Like lacrosse, mandate that three players always stay on the "away" side of the field... so teams can't put 10 guys behind the ball.
3. Allow players to come on and off for subs, add two more subs to the game that can only be used in the first half. This will allow you to make tactical adjustments in the first half and rotate players... keeps guys more fresh and makes game more interesting.
4. Penalty kicks must be taken from spot where foul occurred unless it's in the 6 yard box. Basically mitigates the edge of the box BS being transformed into a free goal. Also, any yellow card or dead ball foul results in a 5 minute send off for the player... the grabbing crap on corners is no longer a PK if it occurs in the box, they just send the player off for 5 min and retake the corner. Think a penalty box in hockey. In general just fix PKs... refs need to be able to call all the fouling on set pieces without worrying about giving teams free goals.
5. In OT, no penalty kick shootout in elimination games. After one 15 minute period, pull a player off the field for each team. Rinse and repeat until someone scores a goal. Bring back golden goal that was baller.
