We have a non-partisan agency that runs the Federal elections (Elections Canada), it answers to the parliament so I guess by extension it can be subject to some partisanship but less so than a typical crown corp.
Would it be possible for the US to have a similar setup?...

Did a really quick search on papers/studies that looked at the correlation between crime rates of illegal immigrants and native-born citizens (people born in the US). Of course big disclaimer that the studies are like the first three I saw so it's not meant to be "aha! Got ya!".

I think that's fine because they're giving exposure to black owned businesses. No different than them promoting Popeyes. Also, you're not forcing every person to support a black owned restaurant, whereas in Blazers situation you're forcing a black person into an awkward spot....
