Makes you wonder how inflexible Admissions really is. Why can't a kid take it in summer school?

That would have been too much to make up in one summer. As it played out I think he was taking, or trying to take an online course that may not have been fully accredited, or could not have been certified in time and then fell into the trap of still needing another language course that first summer.
From what I have heard a number of prospects have turned away at having to take a foreign language and calculus that first summer.

Concerning the foreign language requirement...
It makes you wonder what some of these high school are teaching these kids. I mean, foreign language classes and algebra are pretty basic classes. How in the heck can they graduate high school without it? Is it just me here?

Part 2 – DIRECTED ELECTIVES – 5 Credits
Any combination of the following classes:
WORLD LANGUAGES French, German, Japanese, Latin, or Spanish
*Only World Languages taken during grades 9 – 12 will fulfill the Directed Elective Core 40 Requirement.
FINE ARTS Art, Music, Dance, or Drama
CAREER/TECHNICAL Business, Family & Consumer Science, Technology Ed.,
or Technical /Career
Or in other words you can take art, music and dance to fulfil your 5 credits avoiding foreign language all together.
The honors diploma requires 2 years of foreign language (fulfilling ND's admission requirement). However, this is the minimum diploma earned in Indiana.
